You can summon a zombie horse whenever you want using a cheat (game command) in Minecraft. There are many options for summoning zombie horses. You can spawn one that is wild, tame or wearing a saddle. A zombie horse does not spawn naturally in the game so you have to use the /summon command to spawn one.
Feeding a horse will make it easier to tame. They will eat wheat, hay bales, sugar, apples, bread, golden carrots, and golden apples. Mules are not found naturally in Minecraft. Instead, you can breed one using a horse and a donkey.

In Minecraft, you can not feed a zombie horse! Since a zombie horse is undead, the Instant Damage effect will restore health points to the zombie horse. Try throwing a splash potion or lingering potion of Harming at the zombie horse or shoot an arrow of Harming at the zombie horse to restore its health.
A lightning strike affects certain mobs differently: Lightning may randomly spawn a “Skeleton Trap” Horse with a chance of 0.75–1.5% chance on Easy, 1.5–4% on Normal, and 2.8125–6.75% on Hard, depending on the regional difficulty. … A pig struck by lightning turns into a zombified piglin. A creeper becomes charged.
A “skeleton trap” horse is a skeleton horse spawned from a fraction of lightning strikes during a thunderstorm or by chance (0.75–1.5% chance on Easy, 1.5–4% on Normal, and 2.25–6.75% on Hard, depending on regional difficulty).

The foal cannot be tamed until it grows up, which takes about twenty minutes. You can speed up the growth by feeding it non-golden food.
Skeleton horses should behave like skeletons (Burn in the sun & despawn quicker in the day) … The only way to find/ capture a skeleton horse is if a living one gets struck by lightning.
