Skeleton and zombie horses can’t be leashed.
A lead is broken by pressing the use item control on the mob again, hitting the knot, or removing the attached fence post. Leads also break when hit by arrows.
It’s true, the only way to have a lead on a villager is to use cheats to summon a fresh villager with a lead already attached.
To lead animals around, you need to wield the same food that you can breed them with (or a lead if you have slimeballs): Wheat for cows, mooshrooms, and sheep; carrots, beetroots, or potatoes for pigs; seeds of any type for chickens; and carrots or golden carrots for rabbits.
Skeleton horses should behave like skeletons (Burn in the sun & despawn quicker in the day) … The only way to find/ capture a skeleton horse is if a living one gets struck by lightning.
A “skeleton trap” horse is a skeleton horse spawned from a fraction of lightning strikes during a thunderstorm or by chance (0.75–1.5% chance on Easy, 1.5–4% on Normal, and 2.25–6.75% on Hard, depending on regional difficulty).
You can add a slimeball to your inventory in Survival mode by killing a slime. You can usually find a slime in a Swampland biome. Slimes will spawn in the dark, usually at night. If you are having trouble finding a slime, you can summon a slime using a cheat or you can use a spawn egg.

Unfortunately, there’s no kind of ‘Follow’ command or way to truly befriend Villagers so that they’ll follow you on-foot wherever you go.
Dig a hole and fill it with water, then make some farmlands and give farmer some seeds (wheat or beetroot), potatoes or carrots, so they can plant and harvest crop to share food with other villagers, which makes them willing to breed.

Find some animals
There are no males and females in Minecraft. Hold some of their favourite food out (wheat for sheep and cows; carrots for pigs; seeds for chickens). When they notice the food, they will look at you and follow you. Lead them back to their new home!
In the crafting menu, you should see a crafting area that is made up of a 3×3 crafting grid. To make a lead, place 4 string and 1 slimeball (also called redstone dust) in the 3×3 crafting grid. When making a lead, it is important that the strings and slimeball are placed in the exact pattern as the image below.
