From a plot standpoint: General Knox after beating the game, Claptrap last, Zombie wheneve. If you only plan to beat the main game once and want to be overleveled for as little as possible: beat the main game, then do Knox, then start a second play through and do Zombies as soon as it lets you, then do Claptrap.
I would like to start this section by saying that no, you don’t need to do all DLC in all playthroughs. In normal mode you can start them as soon as you’re at the lower level limit, and any time after that. If you’re hitting level 36/37, you may want to just stop and move on to True Vault Hunter Mode, playthrough 2.
I’d play them in the order they were released. Handsome Jackpot > love, guns and tentacles > bounty. They’re seperate from each other though so it really does not matter what order you do.
What level should I be for Borderlands 2 DLC? The campaign difficulty of Borderlands 2 DLC will depend on what level you are and on what mode you’re playing – Normal mode or True Vault Hunter Mode (TVHM). In normal mode the levels will be between 15 to 30, 30 to 35, or 30 to 38.
Borderlands 4 release date is not officially confirmed but will hear something about this game from the developers in the year 2021. It can take anywhere between 5-8 years for the 4th iteration in the game to come out. There are very few chances for the game release date in 2022 because of how big borderlands DLC are.
Vanilla base game, DLCs 1, 2, and 4. These will scale to your level as soon as you enter the Vault(where you fight the Destroyer) in PT2. DLC3, Knoxx, only starts scaling with your level when you beat the main story(Kill Knoxx, loot the armory, turn that mission in).
True Vault Hunter Mode is unlocked after completion of the Main Quests for the first time. Players can continue to do Side Quests before jumping into True Vault Hunter Mode if they so choose. The recommended level of entry into this mode is around 28-30.
TVHM starts no lower than level 31. If you start TVHM at level 30-31, you will be right on par with the first levels in it. BUT, if you level up to 33, or 35, then TVHM will also scale up to your level when you start it.
They scale to your level when you fast travel to the starting location, but don’t scale up in TVHM – if you want max level, you have to avoid travelling to them until you’ve completed main story. They do, however, scale up with you in UVHM, which is really nice.
Any level you want. Personally I ran through the main story as fast as possible to get to true vault hunter mode. Finished between 25 and 30.

The current max level in Borderlands 3 is capped at level 65. When you reach the maximum level cap, you won’t gain any experience points (XP) that count towards your character’s level progression. Therefore, you won’t be able to unlock new skill points beyond that point.
UVHM is worth trying out, and TVHM will soon be terrible to play at, especially with your inability to health gate, and even raids are going to suck with your level 50 gear and level 50+ health.
Tina’s is around 10 hours, and is IMO the best by far. It has the best theme and is really unique compared to the rest of the areas found in the series.
Completing the story while doing only a fraction of the side quests takes about 30 hours.
